Tairawhiti Emergency Work - network resilience
As part of the response to cyclone Gabriel, Hiway was engaged directly by the New Zealand Transport Agency in a collaboration between the parties to undertake investigation and design under an accelerated program across 25 sites covering 23.42 Lane KM. The scope was to optimise the treatment selection to provide significant improvement to the networks resilience while delivering a 50% reduction in carbon emissions (calculated on an actual basis in accordance with EN ISO emission standards assessment) and completing the works in a less than half the time when compared to traditional pavement designs.

Our scope was to undertake site investigation, design and provide full-service delivery across 25 sites in a collaborative delivery model with the New Zealand Transport agency with a long term, resilient pavement construction. We were involved from cradle to grave – design involvement to completion.

The lack of availability of virgin material.
The remote location increased the challenges for supply chain logistics.
Providing a highly resilient pavement was a primary consideration for the design.

Foam Bitumen Recycling (FBR) process was deployed as part of a complex build methodology, with carefully co-ordinated closures at critical points to ensure the pavement could be effectively renewed. This alpine area has significant climatic challenges and changeable weather which was a risk that had to be managed.
